Well, it just so happens that the humble town of Hawkins was home to a secret government project, headed by Dr. Clarke even represents the mirror world as being underneath them, upside down, during his "Flea and the Acrobat" on a tight rope explanation of inter-dimensional travel. When Mike, Dustin, and Lucas start to think their friend Will might be trapped in an alternate dimension, similar to the Vale of Shadows from Dungeons and Dragons (though, that's not an official D&D location), Eleven dubs the place the "Upside Down" due to it representing a backwards and warped version of the real world. The entire realm is filled with haze and mist and floating toxic spores. The only mirrored life seems to be flora, with all the other spaces filled by roving nasty monsters. UPSIDE WHAT NOW? Employing the multiverse theory here, the "Upside Down" is an alternate dimension that runs parallel to our own and has the same exact mappings and landscape, though its environment is that of decay and rot and nightmares.
